August's YCS Montreal was won by an Elfnote Power Patron build, and Elfnote decks filled the Top 32 alongside Kewl Tune and Light and Darkness ritual strategies. The list answers exactly there: Kewl Tune Rotary is gone, Elfnote Tinia and Prohibited Power Patron Portal - Terminus drop to a single copy, and Branded in High Spirits becomes Semi-Limited at two.

The staggered date for Mind Master and Elder Entity Norden is the unusual part: Konami holds them back a week, so they cannot be played until the 28th. Metamorphosis and Premature Burial are not leaving the ban list now — that happened in May, when both landed at one copy — they are jumping straight to three.
A list does not change the cardboard, it changes demand. The ten unrestricted cards go from one copy per deck to three: anyone who wants to play them needs two more of each, and that pressure usually shows up in the secondary market first. The eight bans go the other way — no more play demand, so what is left is whatever the print run and rarity are worth.
